This is why high level pharahs and widows can easily work around the jumping

Here's the buffs I would make for Winston:

Damage from Tesla cannot be reduced by damage reducing effects. Boom, Winston now does equal tickle damage to everyone in every situation but also does increased damage to Discorded targets.

Jump Pack damage/knockback increases by how high you jump. Not a huge amount, but enough so that a high angle jump can really displace people. You can also jump out of Graviton Surge.

Barrier increased to 1000 health.

This seems reasonable without making Winston's damage huge.

It's 900 HP, which SOUNDS big but it still crumbles in a couple of seconds, which is bad for a character who's supposed to be a Reinhardt-tier tank (and Rein's barrier is 2000 HP). Her barrier does last 20 seconds on a 12-second cooldown, though, so she can pre-emptively lay one down before the fighting starts.

Winston's is 600 HP on a 13-second cooldown but only lasts 6 seconds. If it had 900 HP as well it would be a little more useful to cover him and be an emergency barrier for things like D. Va SDs, Junkrat tires, and other big damage, and it wouldn't be too strong since it still has the short duration.

This is the real frustrating thing about Overwatch lore. I am a lorefag and have gotten into other lores which have had similar personalities who gave cryptic messages and made idiotic decisions with the plot, but all of them at least churned out stuff to have people talk about it. Since there is so little lore, we just end up talking about Chu because what else can we talk about but the man who makes it.

For example the creative team on Bloodborne was generally open to ideas, and created a complex universe over the course of a few months, then expanded slowly through development, leaving mysteries and other tidbits for the community to figure out. When the community noted that Cleric beasts alpha theme was offputting, it was remixed into a more orchestral version. The only thing the Bloodborne creator Mizaki Japanesename held to was a single boss-which turned out pretty well in the end (But seriously, fuck chalice camerabeast)

In contrast, Chu has noted on previous occasions that he has a 'clear, unchanging' Codeword: Shit plan for each character.
Oh did you want Reaper to have better intentions than 'durr mesa no like that S76 got that credit that one time-better kill everyone I know and love!'-or Mercy to have some deeper, darker backstory of a mad, emotionless doctor? He is fundementally incompetant. He doesn't understand foreshadowing, plot devices or character depth-I swear my 12 year old little sister could write a more complling story for the cast than literal '11yr old genius creates a robot to surpass field experts, military experts and Metal Gear ' because the 16 yr old child genius was already given to Mercy.
