Tali is also funny and loyal, and Garrus himself admits she's about as good as he is in combat and better at killing geth, yet as popular as she is she lags slightly behind Garrus's universal popularity. This is primarily because she'll actually argue with Shepard, have her own life outside of Shepard, and hold her own stances, while Garrus is a yes-man who will always agree with and follow you and always be your 'best friend'. Even if the character you're playing has the complete opposite personality of the one he was best friends with in the last playthrough. It's a cheap but effective way of writing a 'bro' character. Bioware has someone like that in every game.
