The U.S. market is crucial to those sales numbers, and to a lesser degree, the E.U.. Localization costs, while not to be dismissed, do not nearly equate to the general production costs. If interest from the Western fanbase was to dissapear, Square would see a sinking ship and either make massive budget cuts, or can it altogether.
