No. As far as I know the lowest you can reasonably get it to is 5 seconds and 2 seconds with Combat Orders.
>Level 32 SR: 28 seconds
>28 / 4 = 7
>7 - 5 = 2
This is of course if I'm correct in how -5 CD works. If not, it's even worse since the CD reduction from the hat would be factored first before the custom skill change. I still think it's a pretty good mobbing skill though and worth a -5 CD hat.
