In TF2's first year, they added 18 new weapons, 17 new maps, and 3 new game modes.
Overwatch has only added two characters and two maps in its first year. It has, however, added four new crates and four limited time little minigames as well. Comparatively, TF2 added a lot more gameplay related content compared to Overwatch, and a lot of that is thanks to the community.
And when I say all, I mean all of Blizzards maps are generally considered to be poorly balanced. Not just a handful like you listed.
The last point of all the costumes in Overwatch being ugly is fairly subjective. I don't like any of them. There are at least TF2 hats I still like.
