The super peel out is faster, but spin dash is strategically a better option 99/100 times.
The thing is, super peel out only makes the game much more strategic and therefore interesting. It was clearly designed with the super peel out only in mind (CD was supposed to be sonic 2). CD was delayed to both make the CD sell and also because Naka wanted what became sonic 2 out first. As a result, the spin dash was added to CD late. We can see this based on the original animation, which is pretty lazy for spindash.

An adaptation of Shadow the Hedgehog has never happened in the comics. Pre-reboot the continuity was simply too different (the Black Arms are actually used to explain why another race of genocidal aliens aren't genociding the planet by saying the two are fighting) and post-reboot it was entirely backstory.

The Central City part is canon. In the opening cutscene for SA2's hero story it says "above the capital city", and in Shadow the capital city is given the name Central City. Westopolis could theoretically be west of Central City considering how many SA2 areas are revisited, but that part's unconfirmed.
