Really it depends on the character. If the character naturally has shit speed +atk is better but even if they have a moderate speed or more +spd is better. Ephraim for instance maxes out at like 29 spd with a + and like 22-23 with a -. Considering most "good" characters have AT LEAST 30+ speed or more often 35 the - isnt a huge issue.

Is Lyn lower in the tier lists due to her not having much utility? I can see how a character like Lucina would rank higher than her for example since she has the HP recovery and a dragon-slaying weapon.

Personally I find her to be the third best red sword almost on par with Lucina. As you noted the lack of a Falchion and the heal is something that can change a game here or there but overall she can handle all the threads at the same level.
