If you want you can bring him with teams where he won't get the boost just so your other units can get it since he still brings a 30% HP cut and the shield ignoring, beyond that you can use Raid Sabo with him, Doffy as an orb boost, literally any orb locker as an orb locker, if you really want someone to boost you, Sengoku is used on Rayleigh teams sometimes, you could bring Sengoku with your beard team.

For example, Jinbei is as strong as Ace if you have Marco. It's unfair to judge him without Marco.
When you judge a legend, either you accept the usage of RR unit, or it's full F2P.

The only thing we can agree on is probably the God and Low tier.
Boa, Shanks, Lucci are all low tier. Dunno about Sabo, by itself he is pretty bad but with TS Luffy he is way better. His 6+ version is way better though, so I guess we can let him be low tier.

God tier is TS Luffy, Akainu, Fuji, WB+. Not sure about Kizaru, definitely a god tier sub, not sure about lead.

Cavendish is a good subs for any team that can take him. So Slasher, Driven and rainbow lead.
He deals with stage 4 of colo, revive and all those kind of thing when you need a pseudo-full burst but all in one unit.

The problem with a tier list is too many people here are biased.

I could write a tier list/reroll legend guide, but it would be pretty big/long, and unless it was in the OP, it'd be a waste anyways.

Now when I made my tierlist, I based it on completion and potential completion. Of course everyone is biased, but I'd like to think I'm a more moderate thinker on the matter. Don't believe me? Despite Rayliegh being an aged legend, I have seen the amount of content he's able to clear both f2p and with a team of RRs. However, and despite using him frequently myself, I understand he's on the lower tier as far as legends goes, and I rated him accordingly. Take that as you will, but I can explain why I have determined the placement for each and every legend on the chart. In addition, I asked for the thread's opinions and have alterd my ratings after discussions on the topics. I think that's exactly the criteria we need for a collaboration for a list, and with all due respect, it sounds like you're going to attempt the same exact thing.

First of all, his color, STR, is shit. The hardest DEX content on global is Doffy, everything else is trivial. And Doffy has good f2p teams for him already, you definitely don't need LL.
Then we have his classes, fighter is the shittiest class in the game with no good boosters. Everything from Koala to Don Chinjao is RR and they aren't even that good. The best F2P booster is marineford luffy + ace and you can't use them on a LL team.
Free Spirit up until TS Luffy was dogshit, now it's decent enough, but FS still has no 2 turn boosts, except for 6+ Sabo but he's a legend.
So his color and both his classes are shit. Now onto his special, it's fucking terrible. A self-orb and a 100k nuke. Wowie. Enough said he's never used as a sub on any team ever.
Because his special is shit as a captain he's lackluster and his limited 4 units have to somehow make up for him being deadweight. Because only 3 units actually deal damage you are extremely susceptible to binds, shields and unit blowaways. His CA having a fucking annoying gimmick makes him for a frustrating captain because missing the combo can mean instant death similar to G3 teams. Any stage with more than 3 enemies fucks him the fuck up. He's insanely slow to clear anything because you need 4 attacks to clear one unit. He's uncomfortable to use. And I lost my train of thought here, but you get my feelings. He's ass.
