I can imagine them being corrupt as well, but let's say the goal is to get a BRE on the character to then sell (which i'm assuming is the main theory, right?).
Why go to all that trouble to literally message a dude about it to influence it, and "seed" the item into the loot table? Couldn't a GM literally just generate a character, use gm commands to level them, same to gear them up, and sell that?
Why all the cloak and dagger that would create so many loose ends? If they want to make sure a character has been seen on realmplayers, gear them up slowly over a month or so. It would be way way easier than anything shown in the screenshots.

Maybe I'm missing something, I don't know enough about private servers and I'm mostly an idiot anyhow. But it seems like a whole lot of complicated steps.
