From an objective point of view I don't see what Camilla has on Minerva aside from resistance. Camilla's speed is too low to make much use of Darting Blow, her attack is much lower than Minerva's, Minerva's speed means she doesn't get doubled much and thus doesn't necessarily take much more damage, and her active ability even helps against bow users, though I dunno if it's enough to keep her from dying.

Wot? 7 DMG is enough to make most "won't kill" attacks into kills. Great if you don't have weapon triangle advantage.
That being said Camilla is strong because of the fact she is the fastest Brave Weapon user when attacking due to Darting Blow, and with a speed buff, she can x 4 a surprisingly high amount of units.
She's just a solid, if a bit squishy flying unit.
Her main issue is getting out from a fight alive (Azura is grewat for this since she has surprisingly good stats, you can use her to Dance Camilla to safety and set up a barrier for the Red units that might come after her) and the fact that Tacomemes is rooted in the meta, meaning she's dead meat most of the time.

I did a FE7 normal mode ironman and fucked up in final chapter anyway (Hector was kill)

Alm, while not a worker of religion like Celica, is actually strong in his faith. However, upon being told that his God has quite literally walked out on them, Alm carries on silently, and has taken a new stance by the time we meet him again.

Now, let's get to Celica. Celica takes on a more traditional role as a lord. She already knows she is royalty, and also takes the problem of Mila's departure into her own hands. Where Alm felt obligated, Celica feels responsible. So she sets out on a sea-faring adventure, fighting pirates and dragons to question her own God. On top of being pretty metal, we see that Celica has a lot of conviction based on her actions.
Come the intro to Chapter 3, we see our lords meet for the first time, and one might expect them to get along and team-up, helping them on their own quests, right? Well not quite.
Alm has changed. Between his realization that his own God has left him, he is strongly adamant that the kingdom of Rigel must be brought down, whereas Celica feels that Emperor Rudolf can be reasoned with. She even gets a little bit testy, saying that Alm wants to be just like the Emperor himself, which he takes offense to, unsurprisingly.
What finally separates them is Alm telling Celica his plan to save the princess of Sofia, not knowing that princess is actually right in front of him. At this point, Celica could explain to him the whole situation, but decides not to and goes back to her own journey, for reasons we'll find out later.
Something to note is the way Celica and Alm command their troops in the midst of battle, which very subtly shows their mindsets on how to act in the war itself.
"Everyone, don't let your guard down. A large brigade from Rigel is heading our way. Knights to the front; mages fall back. Fortify our defenses. Disperse the enemies and pick them off one by one!" - Alm
"Ah, everyone should see it, right? That's the Temple of Mila! But don't let your guard down, everyone. This place is protected by Mikhail, one of Doma's shamans. It's said that he summons Gargoyles. Everyone, gather 'round. Protect our frailer comrades!" - Celica

Alm, despite his protests otherwise, has actually shaped more into a commanding officer, which is reasonable given the situation he's in. Celica, despite being the leader of her troop from the start, still shows a great deal of idealism...which can lead to nativity. She's prone to saying "There must be some way..." to do things the way she wants. Alm, however, charges forward, doing what he can, but keeping his main goal just that.
We're about Chapter 4 now, and Alm is ready to finally cut down the Emperor, Rudolf. Just before this, Alm has recruited Teeta and Zeke, the latter making note of Alm's cross-shaped birthmark. What makes this important is that Zeke was told by Rudolf, of all people, that the boy with this birthmark (Alm) will be the savior of Valencia.
There's a lot of questions to be asked here, but again, Alm holds all of them in. Upon seeing Alm, Emperor Rudolf rallies his troops and shows an honorable personality, quite the contrast for anyone going in blind. At his defeat by Alm's hands (because it really is much easier to have Alm kill him, since he won't attack Alm), Rudolf reveals that, bare with me, that he is Alm's father. And not only that, but he is proud of Alm for all that he is done, calling him a splendid young man.
After the battle, Alm is destroyed. Not only is he the spawn of a man he despised, but was praised by him, which makes Celica's remark upon their first meeting ring even more true. Unlike many other Fire Emblem games that feature more fantastical elements, our lord really is a pawn of some scripted fate, and even though he will be the winner in the end, it's not something he wanted. His father turned into a conqueror so that Alm would kill him and unite the people under his reign, and do away with the interfering Gods. This was also why Celica didn't want him to keep looking for the Princess of Sofia (her), because she knew of these plans but tried fighting them off so as to keep Alm safe.

Alm goes on to rescue Celica, still struggling with his rage, determined to keep her alive so as to feel some kind of freedom, resolute in his intentions. Again, Alm is meant to be the one to kill Duma, fulfilling the man-made prophecy. So the journey ends, and the epilogues scroll on, with characters falling in love, going on more adventures, general stuff. But let's look at our lords.
Celica: Afterwards, she and Alm joined together to become the founding king and queen of Valencia. Her kindness and wisdom helped the young king establish the foundations of the Kingdom of Valencia. The people believed that she was the reincarnation of Mila. It is said that they never ceased to love her from the very depths of their hearts.
Alm: In ages to come, this is what was passed down: 'He who sundered the evil chains of the gods, and established this thousand-year reign must never be forgotten: Our Holy King, Alm the First!'
Celica, being the more traditional lord, gets a more traditional ending. We see that she marries the man she loves, and is loved by all, and seems content. Alm, however, does not have his emotions revealed. All we know that he is like a mythical legend, fitting, given the story bares a few similarities. I'm almost done here, but I want to pull something from his recruitment chapter in Awakening, cause it does give some character to him and I need material.

Alm, again, is not like most Lords. While some already have compassion, or at least learn it later on in the story, he never seems to stop marching forward, and is ready to do anything for his cause. Even when recruiting Zeke, you can feel that Alm is sad they would meet up on the battlefield, but would still cut him down and say that's how the road down goes. That's why I liked putting both lords together here, because of the contrast. But Alm stands out and I think he's a lord who can carry his story.
Resembling and cherished by a man he despises, slayer of the Gods he prayed to, exalted by helfire, and a king who never wished for the crown, Alm is a very tragic character who tries to keep his burdens shouldered by machismo and psychological defiance.

I suppose the biggest question to start with is establishing a gist of join times. I can tell you the few specific points that I know I want to hit:
Lilith and Flora would be your starting two, followed by Nephenee. I imagine Catria will be the first of the Pegasus Knights to be recruited, then later Farina and after that Reina. Minerva fills the roll of enemy recruitable Myrmidon, and Lilina should fit the role of your earlygame magic user. The Lords should all be fairly evenly distributed except Eirika and Ephraim, who come in a pair with Fado, and Chrom and Lucina as a pair. Ike would basically function like a prepromote, as would Sigurd, while I would think the other Lords would all still be in their primary classes.
Outside of that, I'm not really locked in on any particular recruitment order and have sort of been throwing things at the wall to see what sticks so far. I want to make sure that you're getting good variety and can construct a balanced team as the game progresses but I also want the units of the current roster to still fill their same basic roles.
Of course hammering out a full recruitment list is a fuckton to ask for, but just some basic thoughts on characters that would fit well in particular roles or recruitment times would be plenty helpful.

Second, and I doubt this, are you going to change the exact maps/map order of Conquest? If not, that'll help with determining who'd be helpful when, like a flying unit being helpful in Ch 10. I assume you can at least change enemy composition so maps can be made to suit allies, right?

Essentially, this is a project for a blue-themed roster swap, inspired a good bit by Midori's roster. I have some basic goals that I feel can be accomplished and put ingame fairly easily right now (namely character portraits, growths, classes, and base stats for those listed characters).

But can you change enemy composition? Are you literally swapping in characters, so recruitments have to be the same? (ie, you will start with two units in Ch 7, then gain two and two more as the chapter progress)
That's an important difference to know. For example, Ch 10 mostly throws green and blue enemies at you because they have WTD versus Selena and Belka respectively. I don't think there's any, or very few at least, red units on that map besides Hinata. So it's important to know if you can change enemies, because if not you'd obviously want a red unit and a green unit joining you.
Additionally, if you can only swap playable units, then your roster seems way to big to fit Conquest's britches. Especially since the playable units for Fates are divided across two games and a ton of paralogues.

Max stats are the same. Units can have boons and banes, which increase and decrease a single (maybe two sometimes? no confirmation) stat.
So for example if you have a +atk -def unit and roll an exact copy that is also +atk -def, they will have the same stats at level 40, even if one was originally 4* and was later upgraded to 5*. They will likely have different level-ups though, but the final stats would be the same.

How about adding entirely new characters? Since that list seems much larger than the number of units that join you in Conquest, it seems like you'd have to find a way to increase the number of units that join you, which sounds easier than it likely is.

How can I tell if a unit has a boon/bane? I know there's a tier list but it doesn't show which boon/bane is more valuable for each unit, unless there's actually so much strategy (I'm skeptical about this) that boon/banes are heavily dependent on the match ups and shit.

You can compare stats at levels 1 and 40 with those on certain web sites. If you're using a lower star unit, you can go into the Unlock Potential menu any time after level 20 to preview their level 1 stats at that higher star level.

Tier list a shit.
Most units, aka the ones that actually attack, don't want -atk or -spd, with very few exceptions.
-hp tends to be the best bane, but -def or -res isn't all that detrimental.
The idea of a tier list, or a unit outperforming another, is simply for the arena, as you can know which stats which unit would have. For example, if you know that a common unit has 36 spd on a +spd boon, you'd want the units that will go against it to not be under 32 spd, so they don't get doubled.
There isn't much strategy past that point. You can use some of the Rally and Horne skills to boost stats, but in the end it's just simple strategy.

Well, that's less of an issue. As long as enemy placement is the same, changing enemy composition to suit the player party is trivial.
For example, looking at your spreadsheet, you have a lot of fliers, a ton of lances, and seemingly few axe-users, especially since I'm unsure if you can make an "Axe Knight". So Axe and especially Lance enemies will be more of a threat than Sword units, while Archers will pose a great danger to your many fliers (as opposed to just the two that join you normally in Conquest). So changes will have to be made either way.

All good points- the other side of things is that there's already a bit of class tweaking that'll need to happen to better fit the roster, so technically there would be room to try things like Axe Knight- the bigger issue with the blue theme is exactly what you described, in that fighters and traditional axe users are slim pickings while you could probably make half a roster of fliers alone if you wanted to.

I'd be impressed if you could make an animation for that, though I guess it could be as easy as using the Knight model with an Axe and the General's Axe animation.

Maybe it'll balance out with the fact that you only have three potential Dagger users. Perhaps it'd make sense to only keep the fan-favorite blue haired Lance users in. Of course, you could also try getting creative about what class uses what weapon. Maybe make all the Knights Axe-users.
