It actually was a typo, it's 2480, not 2408. If you scroll up you'd notice that the original number posted was 10%.

The paragraph says 13% is an approximate increase assuming the armour and weapon are of the same level. It also mentions that a fast or average (like Sunspear) speed weapon will have damage bonuses multiplied to compensate. Obviously armour tier matters here too.
