Counter Guardian = beings of despair/summoned by despair. They are janitor tier who never earned their spot as Heroic Spirits. Made a contract with Alaya (unconsciousness of humanity). Function mindless on job unless there're circumstances cutting them out. Summoned to deal with humanity-related disasters ONLY.

Heroic Spirits = beings of hope/summoned by hope. They are the chosen ones by the Human Order (the system Solomon somewhat established) by their merits of how they helped the human advancement/progress (history). They keep their own will when they are summoned or deployed.

Counter Force is kind of a general label, but the two are distinctive. Pretty much as stark contrast of despair for survival vs hope for the future.
