Wukong's about as middle-of-the-road as it gets.
Malphite, Shen, and Xin feel very balanced as well. Champs you can reasonably fight back against that require some form of itemization or scaling to become powerful, rather than just getting chunks of free stats just by existing. Shen is literally the only manaless champ that doesn't feel like absolute bullshit because his abilities aren't made for lane domination, they're made for self peel and mid~late-game fights.

Not to mention aswell that if you miss taunt your trade is pretty much lost.
The only one of his 3 basic skills that doesn't left him severely injured energy wise is W and it's by far the least useful of the three as you will mostly never use it in a AP matchup.

The energy refresh on E passive while using Q or E is nice but that means you have to actually hit something and put yourself in danger to do so.

I would really want him to have 200 mana again with the usual 120 energy cost on taunt and a little rise on the energy refresh to properly manage the energy but oh well, he is just fine as it is.

Even though I would trade the new shen for the old one anyday.

I'm really confused as to what the "jungler" role is supposed to be. I understand that it means taking red/blue buffs and ganking/pushing lanes that are being pressured, but I'm not really sure how to go about doing it.

Drop eve and play either Jax or Skarner since they're both also free and will let you learn two different types of junglers. You route is dependant on who your playing since some champs like Rengar really need their ult to gank while others like Elise only need level 3. For level 3 go bot side buff then if you're on red go raptors wolves blue Krug and if you aren't healthy back and start back at Golem. Blue side is vice versa while rushing 6 you clear all the camps but the buffs, back clear the first buff and by that time the camps should be off rotation. Also different jungles have different functions Jax is more of a farm heavy jungle and is a carry while skarner is more of a tank that supports your team. Normally after my first back I buy a pink ward and place it at the end of the long bush near blue buff and dragon. Kind of hard to describe but when placed there it gives vision if mid tries to leave by tower and go into river and if the enemy jungle is in that river since it's the most contested with dragon and bot lane there. Also yeah the champion usually decides if you can gank early or not. For instance while Skarner does have a stun its very hard to get those ganks to translate into kills than when Skarner has his ult. You have to see how the waves are pushing and see if the laners are being aggressive or not. Ganking is an acquired skill and one that takes a fuck ton of practice so don't be frustrated if they don't always pan out. Also not all ganks have to end in kills since if you can get pressure onto a lane and force the opponent to back or burn summoners that can also be incredibly helpful. Also some opponents are significantly harder to ganks than others so watch out for champs with strong lane presence and either reset able abilities like Darius or tons of AoE like Illaio Jungling requires you to make decisions on who and when to help out your lanes which makes it the second best role (at least in my opinion) to carry a game on since your decisions or lack their of shapes the game. I can go into more detail but typing all of this out on a phone is kind of a hassle, if you want more advice just ask but I would highly suggest watching Stonewall008 or Valkrin (stonewall is more educational usually compared to Valkrin) since both are high ranking jungles who know what they're doing
