Uzuki was riding the coattails of the anime's momentum. She was winning the election even if it was Kaede who got the gacha towards the end of the election.

That's what I mean by rigging someone else. As I said in an earlier post if someone else who was really popular got the SR they would have beaten her. However since Uzuki was first on her own before that the end result is legit.
