Having played both, they are both only okay. Mergen gets support from fwee 3's aiming giving it a bossing burst that nothing else besides miko can match up to. I don't know how well miko works with Hakkapalle but i hope pretty well.

I'm pretty sure its aiming. Aiming is the icon i see whenever i do it and i'm sure our cute fwee 3 in the guild doesnt have the silver to max the attribute. It basically just increases the mobs hit box meaning every arrow in arrow rain its the boss doing a retarded amount of burst.

Though right now thats kind of the only good thing Mergen has. Hakkapalle has the better costume too, but IMC could easily fuck either of these classes over so it doesnt really matter when people try to build something to be futureproof or not.

Equal levels of spear throw and split arrow, split arrow cost a bit more. You'll want a geras spear so you might have to shell out on a chaser if you don't have one. If both char are the same low level, the hoplite will use less sp pots per run.
If you plan on playing a dragoon later or whatever the fuck you're making, lv6 gems on your geras is a good investment (+6 geras w/ weapon buff 70 spear throw 0gem 2-3 hits the non leather mobs).
Scouts' clear time is faster than a hoplites
