Rated pvp is an absolute shitshow in Legion. I know that's said every single xpac but this time it REALLY is. Arena participation is WAY WAY WAY down, less people are playing than at the lowest point in WoD. Rated BG participation is also ridiculously low but it was already garbage before Legion.
The pruning didn't do pvp any favors even with the pvp abilities, and the prestige system just isn't fun. Arena just plain isn't fun, and while it's kind of good that they're balancing all the time, it means the meta is constantly changing as well - add to that how absurdly difficult it is to maintain alts and many of the top players have just decided to quit.
Wpvp is dominated by pve players, but of course "lol wpvp" since it's mostly dead anyhow.

Arenajunkies has fewer posts since Legion launch than it did for a 2 month stretch during WoD's content drought.

(there are other issues and even some neat things about Legion, but i'm referring solely to pvp and specifically rated pvp).

They had an actual poll to figure out which server was wanted most. it came back that the new server was the one most people were looking forward to. So they release the old server first just to try and get people to stick to the old one.
