They both tend to be calm and rational most of the time.
They are both generally disliked by people around them for questionable reasons.
The two essentially share the position of leadership for the phantom thieves.
They also both read a lot of different kinds of books and are generally good at studying (at least if you max knowledge).

Even with the explanation I still don't care for Goro's mask. Everybody else has a mask that fits the rest of their design and looks cool but Goro just looks like a dweeb. It ends up being just one more thing that sets him apart from the others and invites suspicion.
