Yes, as a general rule, you need a catalyst. Pieces of the Round Table are general catalysts that base off of compatibility, while ones like Avalon are very specific.

The Assassin class itself is a catalyst to summon the Hassans. Berserker is a modifier to a Servant who would usually qualify for another class, under most circumstances.

Sakura summoned Rider without having a specific catalyst, but she was also one of the Three Families, and it seems like they follow different rules. Medusa was selected based on her being very alike to Sakura.

The way it works is the less specific a catalyst is, the more it involves compatibility.

Shit like Avalon and Iskanders cape will always summon them and any compatibility is incidental, but for pieces of the round table you get the one you would get alone with the best. Ryuunosukes catalyst was super generic so he got Gilles through personality.

It's not so much you always need a catalyst, as if you do a summoning whatever is close by will be used as a catalyst and compatibility does the rest. When Rin summoned Emiya she had a catalyst, but she didn't know about it and intended to go completely by luck.
