Materials can't stack because the entire gameplay loop is centered on you stuffing your Death Bag with as much shit as possible and then making choices on what to keep/ going out of your way to use items to make room. If you could just stack materials then space would never be an issue
The research timers are acceptable, but there really is no point to the store timers other than to annoy you if you ever decide to equip your fighters with your high level gear. I'm willing to bet almost no one actually spends the Death Metals to reduce those cool downs, so it's not like they'd lose that much money or anything by removing them
