As soon as LP Bolt is blocked, unless it's meaty, the opponent is free to contest and Laura can't do anything but block. On hit she's slightly out of range for throw as well, so the mix-up is a light button into more bolts or command throw. What you're describing is basically day 1 "pressure" that is coming back now that Laura has been "buffed" because you can get into it via different buttons (st.hp, cr.lk xx LP bolt)

So, let me summarize current fighting games quickly:

SFV is good because it's Street Fighter, but in reality it's very badly developed on most aspects (from visuals to online netcode);

GGXrd is good because it's the best looking fighting game this gen and it has style but it's an anime fighter, which means no one outside of Japan really plays it and the netcode is even worse than SFV netcode;

KoFXIV is good because everybody is happy to see SNK back at focusing on videogame's development and the gameplay seems fun but it's really unbalanced and the netcode sucks;

KI is good because it has the best OST in a fighting game in the past 7+ years and the netcode is one of the best in the genre but the character designs are really hit or miss and the gameplay is all over the place.

Let's be honest, this generation of fighting games SUCK. I doubt Tekken 7 will do much better.
