Bisko is no exception. But bisko should spec for the Secondary range mod AND Manual secondaries on her captain. She is at the unique spot where she gets 10.6km range secondaries AND can actually close into that range often enough to make them worthwhile.
At T9 and T10 you're better off with a standard Concealment Expert captain. You should plan ahead for a exclusive captain for Bisko, which shouldn't be much problem since she's a keeper.

France's 8-inch shells are pretty unspectacular. Roughly the same weight but a little slower than Hipper's. Italy's (at least Zara and Bolzano's) is only a little heavier (3 kg) than hipper's but faster. So you're still mainly looking at Hipper clones.

I'm not saying they're going to be bad or unpleasant to play, just that you're basically going to be 2-4 tiers of Admiral Hipper except maybe with slightly better guns.

Pretty crap.
That's both WoWs' curse and blessing, because there's no real competition it's unlikely to really die like WoWp did because it serves a niche audience and it isn't that terrible yet, but there's not the sort of push to to keep ahead of any competition because they know no other games are really going to be stealing away players.
Tbh, so long as they keep adding in new lines and maybe fix some of the MM issues around mid tiers, I don't see the game truly dying any time soon, it'll just trundle along with the sort of playerbase numbers that it has now with minor changes depending on new content releases.
