Probably not. I think you need your Base of Operations to be fully upgraded, so you'll need to do most of the encounters at the very least. And if you want to be able to do HVTs, you pretty much have to do all the side missions and encounters.

Do everything. Honestly. The faster you get to level 30, the faster you can breeze through the story, and all that xp after 30 goes towards field proficiency caches.

Once you get to level thirty sell/dismantle everything that isn't gold or gear set green

Doesn't matter really. You'll get piss for money, and you'll get piss for materials. Once you hit 30, you'll be getting yellow/green drops left and right which give straight up yellow mats and an increasing amount of cash as your WT level increases. You probably won't be crafting, and you'll get plenty of money at end game, so what you do with nearly worthless low-level stuff matters very little.

Newfag here. planning to do PvE. Don't have any friends so mostly solo or PuG. I have First aid with Booster Shot at my first skill, what should I take as my second?

You can't go wrong with pulse. Smart cover is good, and the shield is not only good but also quite fun. The bomb with flashbang and flame turrets are both good cc. Those are the main ones I think
