The number is what rank they are in that league. I think the arrow means they are doing good(green up) and if they are doing bad(red down).

Depends on how late you did you placements and what rank you got. If you did your placements in preseason it does not count and if you are bronze you wont get a boarder. You only get the boarder after the season ends and if you are silver or higher in that season.

This is mostly because I play a very snowball TF that consists of Lich Bane first item into Ludens and rounding it out with Zhonya's, Void Staff, and Raba.

Ludens is pretty much the opposite of Rabadons in that it's a very good item for an early game power spike but it falls off late game.
