I do not believe it is RNG, the Old boxes do not have the limit, so I believe the secret lies in that.

Here is what I did, I used all but my last old box, because I didn't want my pets to loot something would replace its spot and also because I wanted to compare the old and new boxes, so when I did that, the "new boxes" stacked on top of the old one, so they counted as old I assume and had no limit.

I also need more testing to prove this though.
