It has several conditions that limit its play.

Every card it puts into play must have a different cost, you'll never pull two 2-drops. If your deck is running say, Skullcradle, Rabbit Necromancer, Unleasher and Mordecai as playsets and the only followers in their slots, you'll always hit them short of having drawn into all of them already.

It also destroys the cards it pulls immediately, meaning that for the most part otherwise it won't be stealing wins by putting out Gilgamesh and Tyrant out of nowhere.

It pulls 4 cards, if you want to hit your ranges 100% of the time you only need to run cards in 4 ranges, which really isn't that bad. If you want to add say, Cerberus, then you can still consistently get 3/4 effects you're aiming for.

Lord of the Flies can't ever be manipulated and what he generates has a massive impact on the game state. Nephthys herself, due to her destruction condition isn't capable of this. If a deck is running her it will inevitably be built to abuse her, or otherwise she just generates 4 Shadows and that's the end of story. Nothing about her is out of hand, she's an interesting card that might or might not see use.

Unleasher is already the 4 drop of choice you stupid fuck. The only significant slot you'd have to drop is the 5 slot where Cerberus, Ceridwen and Charon are sitting around. Current builds barely lose anything as it stands running just 2, 3, 4 and 8. The expansion will give even better tools for ignoring those slots.

Whether or not she'll be playable is hardly the issue right now, that'll come down more to the meta than anything else. But the fact of the matter is that the RNG factor, while admittedly existing, isn't an increase over what it was before. If she were adopted into the current builds right now dropping only cards for the slots she's needed in she'd still be less swingy than LotF.
