In the first place they're two different units.
In fact this gives a 1:3 conversion rate for unit strength, so now we know where one-tailed Tamamo is 9, two-tailed Tamamo is 81, a "great hero" is 100, and a hero with A rank strength is 150, a normal unenhanced human would be 3. Also, a great hero normally has between C and B rank strength.
