When his R gave him attack damage he was a pretty big threat standalone in the early to mid game, and didn't need this hokey one-time stun that requires a setup (and actually does less damage than the AD bonus).

The heal doesn't work at all like his old E. His old E healed all allies around him (minions included) and cooled down faster when minions around him died (a lot faster than the current iteration since the old iteration also had a cooldown attached to it, not a stack requirement and an internal cooldown which essentially limits the heal to ~once a wave). This made it decent to use with talents and keystone masteries that procced off of heals since you could buff your entire team with Ardent Censer or Windspeaker's Blessing (keystone).

His new E (100-200+40% AP over 5 seconds) overall also does less damage than his old innate (21-73+30% AP over 3 seconds), just due to its downtime (his innate triggered whenever he used an ability), and unlike his old E, it doesn't do double damage to minions.

It also is worth mentioning that his old E heal has AP scaling, whereas the new one is flat, level-scaled healing.
