Why is Blizzard so fucking inept? As much progress that was done from MoP and WoD to Legion, they seem to be taking several steps back in many ways.

Several classes have absurdly shitty and clunky rotations compared to before. Classes/Specs that were good or middle of the road and being crashed with no survivors. Gutting professions left and right making some gimmicks. Making rewards for raids, world bosses, etc utter dogshit. This and more is what fucking infuriates me because they don't seem to learn. Overwatch has this issue as well, not to mention glacially slow content drops.

I use pic related, and it's served me well. Always have 6 of my main abilities on the side buttons, and my other less-frequently used but still-important stuff on keys 1-5. Defensive/mobility shit is mapped to the middle mouse and the two buttons under the scroll wheel. This is universal across every character/spec I play, and my bars are aligned accordingly so I never fake myself out.

So with the nerfs coming, would it be more worth it to focus on frost mage, rogue, or ww monk?

I usually put my basic combo on 1~5 keys, AoE combo or other shit on Q,E,R,, with Shift1~3 being CDs (with maybe something that's only ever used if it procs, like Pyroblast on S1). WW is fine, but has worse ST than the others and it's a hybrid spec, you can't switch specs. but it's fun, at least for me
I wouldn't touch rogue for fear of having to play Outlaw, but if you don't mind Roll the Bones or if you just play the other two specs it's fine. Not sure how well they're doing in AoE situations though
