It always felt easier to level as horde to me. The starting zone > barrens > stonetalon > ashenvale > barrens > 1k needles route doesn't have as many group quests or travel quests as the ally quest zones do. Also the mobs are spaced out more evenly, ally zones have lots of mobs in everquest style camps that you have to cc and break.

Horde has an advantage due to better leveling and being closer to dungeons. You got RFC, WC, SFK, RFK, SM, RFD, Scholo and Strat really close to you. Meanwhile Alliance just have VC, Stocks and Gnomer. If you include raids it becomes a bit more equal. Horde being closer to Ony, ZG and Naxx, with Alliance having MC and BWL.

Plus I've found Horde quest rewards to be generally better, but that's just imo desu.
