Damn it, it will sound like a bait, but Sans does go through the character development, only not caused by you (not mostly).
This thing is his relationship with Toriel- if you listen to Papyrus's phone calls, he mentions Sans started to change lately- started trying out new things like cooking, spends less time on pranks and more on sitting under mysterious door etc. He also seemed to not only promise he won't kill the child, but also Toriel influenced his way of thinking: in Papyrus's ending, where he is basically an unofficial ruler, he states a policy where all humans are tested for their moral capacity before a decision is made. I feel like before meeting her he would be as ruthless as Asgore or Undyne.

You can also see character development in him in few other endings, positive or negative: in Papyrus's ending it's most visible, he finally gotten his ass to work, he also helps Alphys in her ending, but in Mettaton ending he seems to be an enforcer of a cruel dictatorship.
