With Steam there's multiple things to take into account. Pricing a vn at $9.99 or less can get you more sales, since Steam specifically lets you search for games in that price range. Vns are also (sadly) considered a bargain medium on Steam. Porn seems to sell quite well on Steam when a patch is provided, but people are quick to call censorship when no patch is provided.

Who claims they don't exist? Not true, but they are drowned out by the vast amount of shallow romance. Shallow romance is easier to dream up for WIPs, more appealing to the teenagers that post a lot of the WIPs, and easier to sell as well. If you're going commercial, "look at these hotties" is a much easier sell than something like Break Chance Memento.

A lot of games mix in more plot along with the romance but use the romance as the sales hook, of course.

Have you, like, never read an EVN before this year? sex scenes were practically nonexistent in the EVN world until very recently.

I named Break Chance Memento already. The pastebin mentions Cupid. Loren the Amazon Princess is an 'epic' fantasy RPG with romances in it. The Royal Trap is more about plot than romance. Lucid9 is a mystery of some sort I think? I haven't played the Violet Hill demo but they keep claiming their plot plan is absolutely enormous. These are just a couple of titles pulled randomly from things I've heard of, not a complete list.
