There aren't any good wheels cheaper than that if you're talking about buying new. A used DFGT is as cheap as you're going to get but those are getting harder and harder to find because they're so old. The other entry level "cheap" wheel is the Thrustmaster T150. If you can find a cheap used G27, that's like the holy grail of entry level wheels but the price on those has skyrocketed ever since Logitech stopped making them.

I think that depending how you manipulate the circumstances they might well take an F-5. Perhaps they're mostly facing MiG-17s under constant EW interference (err... The enemy leader is basically Stalin of 2016, hates planes and loves computers... yeah.) and the option is between a single F-15 or 3-4 F-5s.

Or even if we've only got one plane (perhaps we're dissident Hillary voters) it might be easier/cheaper to get spares for the F-5, increasing reliability.

Couldn't hit anything, doesn't even outrange an ET's seeker, tiny motor plus garbage guidance means it hits a brick wall as soon as it burns out, gives the enemy radar warning, and if it did hit something, they shrugged it off.

Either you're flying against AI, pulling my leg, talking about BMS, or R-77s have changed dramatically since I last used them because that sounds like total bullshit based on my experience. I've seen R-77s miss fucking tankers at 20km. Even AMRAAMs are a dice roll at 20km and require your target to not maneuver.

I would say they have a chance (and would probably win) against the older models, but against special snowflake versions like the Su-35 it would be closer with probably the Flanker winning out. It's hard to say or even get any more specific than that because plane vs plane arguments have so many variables. You can't just directly compare numbers because air to air combat is so much more nuanced than that. These arguments also often occur in make believe unrealistic scenarios that have little use aside from fun 1v1 fite me irl hypothetical dogfights.
