Somehow this went unnoticed, but you can actually do this now. This will let you play games such as Project Zero that did not get an eShop release depending on your region.

1) Download and extract the new DiscU: https://twitter.com/crediar/status/791775642949914624
2) Run DiscU.exe path\to\game.key path\to\game.wud c
3) After it's done extracting, go into the folder that was just generated (WUP-P-AL5P in my case) and find the first "GM" folder which holds the game data. Proceed to copy all the files in this directory to your SD card in the SD:\Install folder.
4) Go up one directory and enter the system\02 folder. Copy the title.tik, title.tmd and title.cert files in the SD:\Install folder as well.
5) Proceed to install it like you would with eShop releases. I recommend wupinstaller-y-mod

Updated to 11.2 with AL9H + Luma, and got the "Failed to apply 1 FIRM patch" deal. Googled it and replaced my arm9loader.bin and boot file with Luma's 6.3.1 version, which allowed me to get the 2ds running again. However, I get a red screen in the gridbased homebrew launcher. I updated Luma to the latest stable build through Star Updater, and now the entire process is just being repeated.

What's the proper way to fix this?

I backed up the save so I could install basehaxx to downgrade an NES 3DS XL I was given that was on 10.7, but it turns out the backup was corrupted, and I had to download a save off of the internet to do basehaxx with.

So here I am, starting over. But at least that XL is now running Luma.

Any way to install arm9 without downgrading to 2.1.0? It seems like the risk for bricking is high, no? OK, then it's possible in the future that you will be able to CFW it. For now, you should just focus on getting homebrew.

First thing you should do is test if browserhax still works. If you're lucky it will, if not you'll need some other hax when the time comes.
Go into the internet settings and make sure the DNS is set to 107.211.140.065 in both slots.

Get the homebrew starter kit at https://smealum.github.io/ninjhax2/starter.zip and unzip it to your 3DS SD card.
Then go to http://yls8.mtheall.com/3dsbrowserhax_auto.php in the 3DS web browser.

If you're lucky, you'll enter the homebrew menu. If you're less lucky, you can keep trying until it works. If you're unlucky, the update nag will have already installed and there's nothing you can do at this point.

If you get to the homebrew menu, run the menuhax installer. Then you'll be set for downgrading, when it comes.
