That's because in old DFO leveling was so slow... and "hard." Starting at the Sky Tower area (lvl. 17+) people partied up and grinded for hours on end at Vestibule/Floating Castle/Castellan on Kings Difficulty until they can move on to Behemoth. afaik they weren't allowed to use any of the English voices from the Nexon verson for legal reasons. Neople did have a poll back in Alpha about what they should do with the voice acting but I can't remember what the poll options were other than the winning one. The winning choice was "Keep the Korean Voice acting for everything".

I'd imagine they could get English VAs now but they probably don't want to set aside the money to do so or don't see it as a high priority at all.

Regardless its unlikely this game will ever die as long as it keeps a core user base. Chrons were never BiS, they were just the next best thing that wasn't Epics. Quest Legendary sets were introduced to help people make the jump from Chron -> Epic easier. The 6pc Gracia Family Heirloom set is really good on a lot of characters and easily beats a lot of Chron sets. 6pc Gracia is by no means BiS but it's a nice Legendary set that's cheaper to get than alot of other Legendary setups.
