It was set on the surface, Sans and Papyrus were sent to live in a rural farm town as part of a vague monster acceptance and culture exchange initiative, they were supposed to befriend and win over as many humans as possible while they were there.

The entire dream was in SNES style graphics, it was basically Harvest Moon with Papyrus running around doing a ton of favors for everybody while all Sans did was chat with people and fall asleep in random places. Sans got a job as a scarecrow, Papyrus helped smash the shit out of berries and fruits to make jam, cute stuff like that.

I can see how it could work. You could make a "Call Flowey" option in the menu like with phone calls, but you would have to be away from monsters so that no one could see him because "monsters eat flowers like me" or something like that. Upon calling him, he could offer advice and information on certain things, but it wouldn't always be accurate even if he tells you more than Papyrus or Undyne.
