Just finish the story, farm 30AP and do Party Quest for apples whenever you can. The bats from Party and 30AP will let you buy all Halloween Princess and ascension items. Don't waste candles and pumpkins buying the CEs, instead buy liz/mats or convert them to Cupcakes to buy the rest of the mats/exp. If the fights are too hard pick a Kintoki/Cu Alter/Raikou with maxed Halloween Princess or a Waver with Maid in Halloween.

Use your brain, if they made something that would work exactly like the saint graph it would be fucking useless since you would need at least 10 copies of the same NP5 4* servant (or an extra copy for 10 NP5 servants or whatever) to get to choose another 4* servant. Anyone able to do this probably has all 4* servants they want.

So why does it work with 5*s? Simple, you can get a limited time servant with those and there are no time limited 4* servants (I'm not considering the swimsuit servants because even if you are right you'd still have to wait for them to come back in 1 year) except for the event ones, which are covered by the rare prisms.

The only way that system would make any sense is if they started to introduce more time limited 4*s which won't happen due to backlash.

So if you wanna talk about evidence mine is a system that's already in place and fits the description and yours is a line translated by a place known for mistranslating stuff all the time.
