Tempo Forest has some pretty big weaknesses as well.
There's probably a share of Haven decks that aren't really Storm Haven though. They're just Heal Havens who didn't manage to draw into their Elanas. Similar thing with PtP. You can only be sure it's a PtP deck if manage to draw their PtP cards.

The pool of competitive decks is pretty large right now though, and I definitely think it'll stabilize and then we can enjoy everyone playing Sword once again.

As far as I can tell, Shadow is extremely expensive and even then you get pretty mediocre decks after all that work. Unless they change how Banish interacts with Shadow minions, they will probably remain in bad shape so long as Haven is a popular class (Haven has a ton of Banish, and then some classes run cards like Odin to counter Haven, but this too counters Shadow)

Beast Dominator is playable in aggressive strategies. A lot of people like to call her unplayable trash because compared to other legendaries she's much worse but at the end of the day a 5pp 6/6 is a great deal, and even if you get hit by her once a 5pp 4/6 is still not bad. Pair her with evolutions and she can do work since at that point your opponent pretty much has to deal with her or lose.

The only neutral legendary worth getting at this point is Olivia. Even then she's not useful for every class, and the classes she's useful for depends on what kind of deck you play. So unless you know what class you want to play just get a decent amount of legendaries and decide from there.
