The wind charm is not something he had prepared, it was just part of his innate skills. Unless you're arbitrarily separating NPs and skills for no reason, there'sr no difference.

Also, the the scene EXPLICITLY says that Saber "put her strength to escape in that attack." He had to use Zanbaniya to lock her in place otherwise she'd escape, which makes this not count according to you. Moreover, he also flat out says that that was not a 1-on-1 fight as he counted the Shadow on his side, and it was no risk to him so long as he didn't get near, which he could easily do because he knew about it beforehand. He also did nothing to "prepare" the Shadow, that was all Zouken handing him that advantage.
