In cases you can walk away, he's still won. In cases where he catches even one rocket or projectile, hes won if you stay. Your only hope is its a 2v1 in your favor and someone shoots him in the back. Its still the best defensive move in the game though.

It's a vacuum, not an instant reflect like Pyro's Airblast. If you anticipate his reflect, he'll just look like an idiot when he puts it up and you reload. If he catches a stray rocket, you got enough time to duck into cover before it comes out again.

In all the seriousness, defiance considered by many as risky and unreliable, reversal is just free reload for any enemy except ulting ruckus (and he can just turn away), nether step has very long cooldown for mobility skill and his ult is just better version of evie primary fire. you don't even have to bump your head, you just need to forward momentum from the thrust with propel 4 to still be going as you hit space near the ground, but that is a good technique to go faster indoors

If you mean loadout cards, you first select the card you want to add to your loadout. Then, you click the + or - buttons to improve the power/rarity of that card, from 1-4 (commom-rare-epic-legendary). There are two rules you must follow when building your loadout:

If you're talking about items you buy mid-match, you go into the item menu, select the item you own, then buy the next level of item.
