She's not strictly worse. Her new command grab has good reward on H1 and H2, her heat changes mean she can attempt 6D/2D more often since they're faster with heat and not lose it (these are the only drive moves plus on block now). Her new combo routes means new conversions, can 5C confirm a crouching opponent into 6C with that new gatling and score a j.C j.D. Her 6B launches on hit so there's no wonky conversions depending on if an opponent jumped at the last second and got tagged, also is a j.D ender for standing opponent routes.
Flint Shooter got buffs, I think more advantage and the more heat you have = the more HP it has, can rip through other projectiles.
5D increased range (higher startup though so it's a neutral/whiff punish thing), j.D shortened startup (smaller ring but catches people off guard much more easily). j.C can be jump cancelled.
Miquelet is frame 1 projectile invuln. SMP changes mean you can Snaphance all you want. Snaphance now leads directly into Rage Aggressor all the time combo timer permitting.
Serpentine Assault has increased horizontal range, which is important for barrier shits.
Its just that losing her red lock invuln + plus on block (which she was super reliant on in some matchups in CPEX) means it's almost an even tradeoff, while other characters just got better in CF. Not all of them, mind you, but a bunch.

But more importantly, let's take a look at SF4 Chun-Li as a better example. Chun normally can't do a while-rising j.HK on a crouchinging opponent, she can only hit with j.HK on the way down, not on the way up unless they were standing. However, if she first makes the opponent block a j.HK on the way down she can then do an immediate while-rising j.HK on the way up and it will connect even if the opponent is attempting to block low. The reason this works is even if they are pressing down+back to block low their character is still stand blocking. And when they are hit by the second j.HK they immediately enter crouching hitstun.

Fuzzy setups has the opponent block a move standing then going straight into an overhead move "while the character is still in the block stun of the previous move" so their hitbox still is in the standing shape even if they go straight to blocking low because "they read a low".

The purpose of good fuzzy guard setups is that if an opponent blocks low after blocking high, they will still get hit by the overhead move that would otherwise whiff if they were crouching.

Actually, scratch that. Should be "while the opponent's character is in block stop from your first move".

Considering there are some overheads that have low attack levels = low block stop, you won't necessarily always get a fuzzy setup if you can go directly into a convertible overhead while the opponent is in block stun of the move.

Most characters can come up with fuzzy setups but for Platinum's case I'm not entirely sure if jB has enough block stop on the opponent/fast enough start up on j2C to hit an opponent that changes guarding.
