Learn to farm well early. Only go for kills if you are sure to get them. Don't be over aggressive because you will have low HP early and low mana and bad conversion until level 7.

You should be getting

Aquila -> Wand -> Treads -> Linkens

Between 15 and 17 minutes. And then get e-blade around mid 20s. If you get it significantly later you can't snowball in the mid game.
