Okay, lets go over why it might be correct. The Fuyuki war is based around the concept of accumulating mana over a 60 year period that naturally replenishes itself over time. Without replishment the grail cannot become active. After the failed Advent of 1999 that went off twenty years too early, mana no longer replenished itself on the planet, and all mana within the atmosphere was depleted. While mana does still exist, its being lost more and more each year in a big way. The usage of most magic arts was immediately lost. There was no longer mana enough to fuel meaningless grail wars. Not to mention either 1/3rd or 2/3rds of the population died during the polar shift, and other reasons why they wouldn't still be holding a grail war in Japan. The situation for a grail war was correct within F/SN world-line, but I think they would come down pretty hard on you for wasting what little mana still exists here. Also in Archer's end of CCC its shown that Japan has basically become a wasteland without people.

There is no grail war to lead into a fire. The world was already fucked beyond belief far before Shirou came along, even though a Shirou was still created from it. Its also said that in this world-line he made an oath with the Mooncell rather than Alaya.

I'd say there's a lot of points there that when woven together create a fairly solid point. Japan being rubble, the nature of the grail war intaking mana being lost due to mana being lost in the atmosphere, the catalcysm, etc. I don't see a grail war being able to be preformed in these conditions. Pretty much the only true magical art that wasn't disabled was alchemy, and even the last human one of them just died out before the story started. They're supposed to be holding a grail war when most of humanity was wiped out, while magic is basically lost, and the grail can't take in enough mana in order to summon the heroes?
