Essentially the two most heavily populated servers currently are Gilgamesh and Balmung. They get character creation lockouts that you can avoid by making a character elsewhere and paying $18 to have moved to one of them. Otherwise you can wait for the half second window for balmung or much more reasonable 5 minute window for Gilg to get on them. Balmung is a heavily RP and drama based server where most of the thread population plays whereas Gilg is more content focused. Most other servers are kind of a crapshoot for finding people to do stuff and generally they'll have absolutely destroyed markets.

This is a really late reply, but maybe 700-900k is wildly expensive for 15-50. You should level everything to 15 yourself, you can do it with mats from the NPC vendors, then get a leve kit if you don't want to level manually. It will take you a few hours at the most, like a Saturday afternoon spent watching tv and crafting. Going rate for. 15-50 from someone you don't know is currently ~400k. 250-300 is a great deal, 450 is kinda expensive. That's on Balmung btw
