Kagura is the only charge character in the game, but he also utilizes stances heavily. I would say Relius, or maybe Platinum in terms of playstyle. They're not too similar though, so it's hard to make any real judgment concerning that.

Kagura is fun right now but he's super shit in CF so be aware of that if you decide to pick up the game.

When I first started Rachel I had the same issue. It's something you will learn with different match ups. She has a really 'open' type of gameplay, but since she has so many options, a lot of them are a wrong answer at a certain time. My only pieces of advice are watch other rachel players, be more mindful of a match up and how to play it, and understand all the ways you can use labolia's with wind. Actually, understand how wind can move you in general.
