I was going through the 9.2 downgrade portion of the guide. I got an error message, so I powered off and tried rebooting into the homebrew launcher, BUT now that's not working when I hold down and it just goes to the regular 3DS menu and it says Ver. 9.2.0-20U.

Okay, so if it's supposed to say SYS, and homebrew launcher doesn't work, then it must be Frankenstein. Should I restart from the beginning, like all the way back to the homebrew hack and get that working and then try to downgrade again?

Well, for starters, you can try to play through the games and see for yourself that there aren't any issues aslong as you don't put your vita into sleepmode midgame for hours like a retard.
But it's mainly the flow calling the guy who said everything was broken a retard. Why would he call him a retard if he was right and everything WAS broken? Oh yeah, because it isn't true.

The issue isn't a dump issue, everything that is dumped and runs fine will continue to run fine. The save issues come from running the game as homebrew, not how they were dumped.

Why some games don't work? Well, who knows, my guess is that they've got some special shit in their modules which vitamin hasn't been made to decrypt properly, but really, unless you're the flow himself it's impossible to say. It does point that way though, since chinese modules fix some of the dumps.

Mini Settings is the same as Debug Settings in the Settings bubble but standalone. It doesn't work (yet).

If you rebuilt database and it's not there then you should take the folder NPXS10104 from vs0:app and zip its contents (yes contents) then rename to VPK and install it. The bubble will appear but for now its useless since all it does it sign you into PSN and crash if you try changing settings. os0 access is needed is why and that bricks everything. For now just enjoy it for the novelty.
