Why are the healthcare reforms so ridiculously OP in HPM? +0,08% pop growth in the last stage, compared to +0,02% in vanilla? Really?

You end up with huge pops if you enact all healthcare reforms between 1860-80, I think that last time I ended up with ~40M Jap pops (that's around 160M in total) by 1935. And that's primary culture pops alone.

For the US, I got like 50M pops (200M in total) including accepted and non-accepted pops, not having blobbed outside of the historical mainland.

Pops: almost trivial, if it uses the PDM (which is largely vanilla) map you would only need to fix the provinces I changed/added. Otherwise just porting the pops files
If we are talking about events and stuff, it gets a little more complicated. I don't use some PDM stuff like minister dice rolls and the election events, and you would need to re-do reforms for every single country. The latter can be done easier if you use a search+replace in Notepad++ and regular expressions.

Just the setup - cores, countries and pops - it would take a moderate time. Winmerge would cut down most of your work in provinces and pops you can just copy paste and check a few things. As I said, I think the country files would be the most troublesome.
