The best teams will always be one med and 5 demos or six scouts. Any thing you makes up wouldn't be able to cap against the scouts. The demos would just have a crazy damage output. I read a suggestion that classes should be limited by the category. Attack classes can have two of each, defense and support could have one of each. This will take way all game breaking things including turtle classes(double heavy or engie), double medic. Also stops your team mates from choosing stupid shit like two snipers or spys.

Like I said, Vaccinator Medic.

Vaccinator passively resists 10% of the damage type you're Vaccinating against, and gets a mini-uber roughly every 4 seconds that lets you nullify 75% of the damage coming from the enemy and remove critical damage.

Since the only way you can counter the Vaccinator's damage resist is to have multiple types of damage, a team with 5 Scouts/Demos/Heavies can all be countered with the same bullet/explosive damage resistance mini-uber, greatly reducing their collective damage output.

For this reason I have yet to see a team of all-scouts or all-demomen win, out of about 60 games played. Because you can just go Vaccinator and force them to change classes.

This is the role which Vaccinator already partially fulfills. Engineer and Medic just need balance changes to be less powerful when stacked, rather than just forcing people to not use more than 1/2 of each class.

They'd be a little slower than usual because of Vacc's overheal rate, but they'd still beat the Scouts and have control of the high ground and health packs.

Liberty Launcher was banned because it's got the speed of Direct Hit plus the splash damage of stock, so it's actually very strong against Scouts; and with Gunboats on plus LL's self damage reduction you take only 8 damage per rocket jump, so it synergizes nicely with Vaccinator's lower overheal build rate.

Against an all-Demo team you'd run Vacc medic, along with any and all of the following:

Engie w/short circuit (deletes stickies/pills in an aoe)
Scout w/bonk cola (run right past stickies to backcap enemy team)
Soldier w/direct hit (with no Scouts they can't punish you for using this)
Demo w/Quickie (deletes stickies)
Pyro w/powerjack and reserve shooter (airblast)
Hybrid Demo w/targe (fucking 30% explosive resistance from Targe, along with multiplicative 75% from Vaccinator makes you basically unkillable to other Demomen)

There are a whole bunch of unlock options for making a Demo's life hell. I mean just one Engineer with reasonably good timing can wipe out ten stickies in a single click.

For Soldier most of the above again apply, short circuit deletes rockets, Pyros can reflect 2 rockets in one go, etc.

Well of fucking course an Engineer is going to lose 5v1 if his teammates magically disappear.

Put back in his team, and you have 1 Engineer deleting spam with SC he can deal with maybe 2-3 Demos' worth of spam with only some getting through to hit him or others, while also being backed up by 10%/75% explosive damage resistance, while having a Pyro next to him airblasting, and Scouts and Soldiers running interference.
As for Metal, ammo is literally everywhere.

It takes very little time to build another Vacc charge, from 4.5 seconds to 2 seconds depending on crit heals. Enemy team's Demos only have an extremely brief window to capitalize upon, and we see even invite-level teams frequently fail to successfully take a 2-second window to win.

Like I said I've yet to see an all Demo team work. He's not as strong as he used to be back in 2008, when they classlimited him to 1 in comp. He's been nerfed many times since then.
