Its really not tbqh. The game gives you a very reasonable allowance of clear tickets per day/week. The only way you're going to burn through them to the extent you're always out is if you literally use them for everything and don't play in any way.

Seriously just by being present and hitting the play again mission, and starting the mission again (2 button presses every minute or so) on rifts/special/story missions saves so many clear tickets.

When you get something like x2.3 or x20 or something like that on a gear upgrade. If you were unlucky and got none of those, you'd need well over 600 bios to max all of the gears.

Every time you upgrade past 17 you have a chance to get a bonus to rank up. Like at +19 working toward +20, you normally get around 2% per upgrade. The chaotic norns are far harder to come by than the 800 BAM, and their only other use is mastering BO characters, which you won't need to even worry about unless you already have one at 6*.

But it depends on the T2. Generally, if T2ing one of your characters adds more WB wins to your weekly count, it's worth the immediate investment, regardless of whether that's from a ticket or the mats. The objective should be to get 5/5 as soon as possible. Outside of that it's entirely your call.
