Like changing the STR Down, INT Down stuff to the same Damage Down effect as Storm's Path, and either make it stack up to twice, or just tune the damage around -10% instead of -10% - 10% STR/INT.
Then remove the INT Down from Dragon Kick, change Reprisal to something that nullifies the target's chance to crit, or something like that.
Get rid of the slashing buff entirely, and just buff tank/ninja damage by 10% to compensate.

Basically what they need to do is get rid of the idea of having any particular tank need to be the main-tank to be effective, or having any particular tank want to be the off-tank to be effective.

I generally do this on drg/brd unless one is particularly annoying or needs to die (ie succubus in mhach, though I can't think of any others offhand).

If you have a class with lots of aoe (smn, blm, brd) in the party, it works very well because their aoe will generally kill things off. If not, then you should make sure low hp mobs die if your tank is doing huge pulls.

DoTs are almost universally stronger than your direct-damage, single-target attacks, as long as they can tick for the full duration, so if you have an opportunity to apply a full DoT, nine times out of ten you should take it. The only thing that's going to beat a DoT for damage is an AoE attack that hits a sufficient number of targets (usually you need 3-4, sometimes 2 will do, and on 5 or more don't even think about it and just AoE).
