Sumanai has 2 anti dragon damage buff, one np only and one by his Dragon Killer skill
The NP one (150% Anti Dragon) is multiplicative to the damage and is always on when using the NP and only the NP. Other NP like that are Gil, Mordred, Euryale, Carmilla, Karna, etc. Basically all the NPs that don't show applying an explosion-like buff icon before doing damage.
The Skill one is an Anti-X buff that affect all the cards. That kind of modifier it's additive to NP damage boost like Military Tactic. Or Crit damage boost, but we are talking about NPs right now so it doesn't matter. Other buffs like that are applied by skills like Scat's God Killer, Orion's Anti Male, Proto Cu's Beast Killer, etc. and NPs like Jack or Riceman as they clearly apply a buff before damage.

Tl;dr: Sumanai's NP vs dragon it's
Damage * 1.5 (NP Overcharge) * 1.8 (Dragon Killer)
With MT B it's
